This is the Astro Lighting Minima square recessed tilting light - 230V GU10 slim trim downlight for interior lighting, coming in a matt white finish (1249006).

It is dimmable as standard, and it has an IP20 rating. The lamp has to be purchased separately - it can take a LED lamp.
The tilt adjustment angle is 20 degrees, and the rotation adjustment angle is 360 degrees.
Minima Square Matt White Tilting Recessed Downlight - Features
